                 chere would be confusion and errors.      Many of the problems will remain unknown
                 unless this weapons system is accually employed in combat and casualties begin
                 to occur.    Ac the present time answers do noc exist, even to some of the
                 recognized problems.    With the recognition of the threat, concinued research
                 and cooperative planning, reasonably effective medical management probably can
                 be provided.

                 1208.   The way ahead in Biological Warfare Defence should be to incroduce BW
                 Defensive Measures.    Currencly the following measures are possible:

                         a.   Respirator protection (as part of full individual protective
                         equipment.

                         b.   Protection of food and water sources from clandestine attack.


                         C.   Guarding of key points against local aerosol attack.

                         d.   More emphasis on general hygiene measures.

                 1209.   The  following subjeccs should now be considered as soon as possible:

                         a.   Biological detection (a research priority).

                         b.   Quarantine procedures.

                         c.   Vaccination policy.

                         d.   Stockpile of antimicrobials.

                         a.   Handling procedures for biological casualties.
