           CATEGORY:  Manpower and Personnel

           ISSUE/ITEM:

           SUBJECT:  Cross Utilization/FFQC1 Taskings

           BACKGROUND:.  Any physician, RAM course certified,  may  fill  a  mobility  position
           for UTC FCQC1, regardless of whether on current flying status  or  current  in  the
           practice of flight medicine.

           DISCUSSION:   Informal feedback to  this  office  indicated  that  only  practicing
           flight surgeons should be assigned to FCQC1s.        Other  personnel  so   employed
           reportedly required excessive refresher training in order to perform  the  mission.

                         Appointment of personnel not in flying status to those UTCs
           additional problems re:  chamber  certification,  equipment  issue  and  flight  pay.


           ACTION RECOMMENDED:

                         (1)  Determine  if  substitute  personnel  performed  adequately  for
           mission.

                         (2)  Determine whether current flying status is/not required.

                         (3) Adjust MFEL/cross-utilization guidance, if appropriate.

                         (4)  Ensure flight pay is authorized for FCQC1 personnel.
