ISSUE/ITEM:
SUBJECT: Reserve Augmentation - IMAs
BACKGROUND: IMA requirements are submitted by the MAJCOMs to ARPC via HQ USAF.
Fill of requirements is to be reported to USAF and the requester once projected.
This information is then to be relayed to the gaining base and unit, through
personnel and through functional managers.
DISCUSSION: Considerable difficulty was experienced in projecting/tracing IMAs.
Problems included:
(1) IMAs reporting for duty without orders or inclusion in projected fills.
(2) Approval of delays/exemptions or no-shows not reported to MAJCOM-
(3) Fill of requests, with notification made to gaining medical treatment
facility, not the requesting MAJCOM- In some instances, MAJCOM had no idea that
a large request had, in fact, been filled until after the IMAs had already
reported for duty. Adjustment of outstanding manpower requirements was, as a
result, considerably delayed.
ACTION RECOMMENDED:
(1) Ensure projected IMA assignments are reported immediately to
requester, likewise, subsequent changes to projections should be immediately
reported.
(2) Develop use/common database of manpower requirements, allowing
real time entry and interface between HQ USAF/HQ ARPC/HQ AFRES/ANG/AFMPC and
MAJCOM manpower offices.
