                                        MEDICAL LESSONS LEARNED
                                          DESERT SHIELD/STORM

           CATEGORY:  Manpower and Personnel

           ISSUE/ITEM:.

           SUBJECT:  Personnel Tracking

           BACKGROUND:  In Desert Storm, deployed personnel were returned from  theater  due
           to various-reasons, i.e., emergency leave, home station  requests,  release  from
           tasking, etc.,.   In most cases, this  was  accomplished  without  the  knowledge
           and/or approval of the MAJCOM.

           DISCUSSION: Adequate tracking of deployed personnel was further  complicated  due
           to this factor.   For accountability and backfill purposes,  the  MAJCOMs  must  be
           appropriately informed as to personnel movements.

           ACTION RECOMMENDED:

                        (1)  Ensure both supported and supporting MAJCOMs and  HQ  USAF  are
           the approval authorities for personnel movement requests.

                        (2) Ensure real-time adjustments are made to  supporting  databases.
