                                         DESERT SHIELD/STORM


          CATEGORY:  Manpower and Personnel

          ISSUE/ITEM:

          SUBJECT:  Reserve Augmentation - (Push-Pull Mobilization)

          BACKGROUND:    Implementation of  Push-Pull  was  required  in  order  to  access
          personnel in required AFSCs.  Single site processing of  these  personnel  through
          Lackland AFB went, overall, surprisingly well.  However, notification  to  gaining
          MAJCOMs and gaining bases of inbound  PIM  was  not  accomplished  in  a  timely
          manner.

          DISCUSSION:  Although PIM assignment projections had been  provided  to  MAJCOMs,
          actual assignments were not reported to functional managers.  With  reported  no-
          shows, delays enroute, etc., for the most part, we did not  know  what  personnel
          were actually inbound or when until after they arrived.  This  directly  impacted
          our ability to adjust requirements,  track  personnel,  and  prepare  to  receive
          personnel at the units.    This situation would be even  further  complicated  had
          multiple processing sites been activated.

          ACTION RECOMMENDED:

                       (1)     Ensure  outbound  assignments  are   reported   to   gaining
          MAJCOM/units and to HQ USAF in a timely manner.

                       (2)   Report issue of orders to MPC and HQ  ATC/DPX  for  upload  to
          Common database and subtraction from outstanding requirements.
