          CATEGORY:  Planning

          ISSUE/ITEM:

          SUBJECT:  Joint  Theater Planning - Host Base Reception

          BACKGROUND: Movement of CONUS personnel into theater can be traced by  TPFDD  data
          or by specially generated report.     Advance knowledge of  arrival  date/time  and
          personnel  data  is  essential  in  order  to  provide  for  billeting,   messing,
          transportation, inprocessing and other functions at the host base.

          DISCUSSION:   Lack of timely arrival data  caused  significant  problems  at  host
          units.  HQ USAFE/SGX requested telephone reports to  their  offices  to  inform  them
          of required personnel movement data.  This was not workable.  Congested  DSN  lines
          made it impossible to contact USAFE, and the length  of  reports  to  be  provided
          would have been unmanageable via telecon.

                       The  same required  data  is   transmitted  via  DP/LG  channels   as
          "Departure Reports" from the losing  base  to  the  host  unit  and  all  affected
          MAJCOMs-  These reports are submitted via   immediate precedence.

          ACTION RECOMMENDED:  Amend guidance in AFR 35-20 and 28-4 to include functional
          managers as addressees to Departure Reports.      This would  give  the  functional
          managers the data required  to  assist  with  base  reception  efforts  and  other
          planning functions.
