ISSUE/ITEM:-
SUBJECT: Medical Support to Deployment (Interservice/Reserves)
BACKGROUND: Base support agreements are normally executed to outline
medical/base support to be provided to deploying forces of other services,
tenants and reserve units.
DISCUSSION: During Desert Storm, medical support was required for deployment of
Forces not previously identified for mobility. This included personnel from all
services and components, resulting in confusion about cross-service policies for
WRM and supply issues, immunizations, documentation, reimbursements, and others.
Units were instructed by MAJCOM to provide whatever medical support was
requested/required as best they could.
ACTION RECOMMENDED:
(1) MAJCOMs should ensure local interservice support agreements and
MOUs are executed as required, and that bases most vulnerable to these taskings
are adequately prepared to provide support.
(2) Ensure throughput TPFDDs are available to each base and
properly incorporated to base plans and requirements.
(3) Ensure WRM/supply procedures are flexible enough to accommodate
unprogrammed requirements.
(4) Ensure joint service deployment guidance is made available.
