tasking; therefore there is no realistic evalu ion of BEE
wartime capabilities.
TABLE OF ALLOWANCE (TA) ADEQUACY:
ATH TA 896 - The ATH BEE TA was considered inadequate
because it did not contain any real industrial hygiene (IH)
equipment and because some of the drinking water monitoring
equipment was outdated. This problem will be partially
corrected with the establishment of the BEE Augmentation
Team which will have its own TA to include the needed NBC
and IH equipment. A multi-purpose meter (02, CO, &
Explosive), and a DREL 2000 spectrophotometer type
instrument will be added to the ATH TA, and the drinking
water monitoring equipment will be modernized. All the NBC
equipment currently on the ATH TA will be deleted and added
to the Augmentation Team TA. The ATH TA 896 will be
reorganized so there is a separate "Section" for BEE and
Environmental Health.
ATC/SME TA 889 - This TA was found to be totally inadequate.
Currently the TA contains only a field drinking water test
kit. The TA update will include NBC detection equipment, a
multi-purpose meter, and modernized drinking water test
equipment.
JAPANESE EQUIPMENT FUNDING INITIATIVE - A request for the
purchase of $105,000.00 worth of BEE equipment was submitted
using the Japanese Funding Initiative. However, because the
war ended so soon, most of this equipment was not seen. The
actual status of the purchases is unknown.
BEE AUGMENTATION TEAM TA - As addressed under the manning
paragraph, a separate BEE Augmentation Team, will be
established which will have it's own TA. We are currently
planning on including all the NBC detection equipment and
those equipment items needed for long term sustainability
(i.e., IH and environmental protection equipment).
THERMOLUMINESCENT DOSIMETRY (TLD) PROGRAM - There were no
procedures established to manage the TLD program under deployed
conditions. Many of the deploying units (NDI, Medical X-ray,
Dental X-ray, and EOD) did not deploy with their TLDs. In
addition, BEE personnel did not deploy with extra TLDs. After
many months (too many), a theater wide TLD program was
established. Initially, Armstrong Lab wanted to establish a
single point program manager using the command bioenvironmental
engineer as the OPR. Logistically this was not workable. Bed-
down security classification further delayed the establishment of
a viable program. Finally, each bed-down location was assigned a
unique workplace code and provided a supply of TLDs and required
paperwork. The AF needs to establish some basic ground rules for
deploying personnel, and develop a standardized program for
quickly establishing a theater wide TLD program.
TRANSPORTATION - BEE personnel had limited access to ambulances
to perform their mission. Consequently, lack of transportation
