	Development of the TAES requirements was complicated primarily by two 
difficult challenges. One was the evolving theater force sustainment 
requirements and the other was the anticipated fluid ground campaign 
requirements. The first, that of current operations, appeared to be more easily 
handled as TAES personnel had control of the process, made it responsive to 
theater needs, and "did this for a living." The second required a great deal of 
leadership and coordination by Colonel Brannon and Colonel Joe Melchiorre with 
USARCENT, USNAVCENT, USMARCENT, and USCENTCOM to nail down. Fortunately, we had 
the talent and time to accomplish nailing down all the requirements. 
 
	One significant contribution to aeromedical evacuation developed by the 
TAES planners was the development of the Tactical/Strategic AE HUB concept in 
which we co-located ASFs for strategic staging of casualties, MASFs for cross 
leveling to other Hubs within theater, Army, Marine, or Navy clearing companies 
for casualty reception and triage, air and ground ambulance platoons for 
transportation, and AECEs for aircrew and Hub operational management. Developed 
by Lieutenant Colonel (Sel) Dave Harper and used at five tactical/strategic 
hubs, this concept of coordination and co-location of joint, and in the case of 
Manama,
