The ability to see the problem first hand, together with direct knowledge of
the AOR situation, resources, and Capabilities, put these individuals in the
best possible position to make these decisions, especially since they would
avoid the communications difficulties to and from the AOR.
(3) Action Required: Policy change to add -107 problem resolution
to the duties of the deployed CLSS engineers. Unit procedures should be
developed to use these deployed engineering resources to support their
normal -107 requests.
c. Data Product ReliabiIity
(1) Background: Observations revealed that WSMIS/SAFE products are
not as reliable (incorrect WRY data) as we would like to see them.
(2) Action Taken: Because the asset on band balance in our
analysis tool was outdated, we relied heavily on inputs from the major
commands.
(3) Action Required: More timely system update.
d. Real Time Data
(1) Background: Better real time data, current WRM level and WRM
assets, would allow us to identify and supply the needs of our customer.
(2) Action Taken: Feedback from the Area of Responsibility (AOR)
through our Battle Staff and additional daily phone calls to AOR were
necessary for support problem resolution
(3) Action Required: Twelve-hour [LOGSTAT reports or better
intermediate reporting is needed
e. Command and Control Information System
(1) Background: Command and Control Information System (CCIS) was
a valuable tool at WR-ALC but did not extend to other ALCs. They should
have input capability for E-15 items repaired at other ALCs (TRCs). This
would alleviate manual tracking by all SPMs and result in more real time
production data.
(2) Action Taken: Manual input of production from other ALCs.
(3) Expand CCIS to the F-15 supporting ARCS
f. Retrograde Return
(1) Background: Supply to the Area of Responsibility (AOR) was
responsive and effective. However, sustainment could have been difficult
due to the lack of retrograde returns should the conflict have continued for
a longer time.
