retrograde reparables for air shipment.
(3) Action Required: priority air return of SPM identified
critical items is essential for support daring prolonged conflicts. We need
to formally incorporate this in supply regulations.
g. Prepositioning of Aircraft Structural Repair Kits and T.O
00-25-107, Depot assistance Request Procedures
- (1) Background: The necessity to preposition aircraft structural
repair kits (example: F-15 Vertical Stab) early on in the AIR is evident.
This should be accomplished when a known problem exists/structural integrity
is in question and established repair kits with tools are available to
support the repair. T.O. 00-25-107 (Unprogrammed Depot Level Maintenance
Request) contains explicit instructions without exception and provides that
policy required to ensure peacetime requests are supported in a timely
manner through use of established reporting procedures (Example: User
identifies need for and initiates request to major command and responsible
ALC. Major command certifies the request via message to the ALC. The ALC
Engineering is tasked for aircraft disposition and repair plan
specifications. Upon receipt of Engineering disposition, action is taken to
ship tools aid material for deployment of Depot Field Team.)
(2) Action Taken: T.O. 00-25-107 requirements should be adhered
to, no workarounds attempted although they were discussed. The short
duration of the conflict and lack of strenuous opposition precluded
degradation of our operational capabilities, but, repair to existing damaged
aircraft was slow because of the time involved in achieving coordination of
the MAJCOM Vice and the in-theater Tactical Air Forces (TAP) Commander.
~3) Action Required: Case in Point - During Desert Storm, this ALC
bad Engineering in the AOR with capability to provide necessary repair
specifications to the CUSS on-site. With materials/tools propositioned,
this would bare provided repair acceleration if requesting procedures for
assistance could be waivered during wartime. Recommend T.O. 00-25-107 be
changed and Paragraph (6j.) be added to encompass this ideology:
Exception: When aircraft are on station in a hostile environment wick total
maintenance capability (Paragraph 4.f), normal reporting procedures will be
waived and the following implemented: T.0. 00-25-107 requests w111 be
submitted to the Tactical Air Force's CC with info to MAJCOM And SM/IM ALC.
b. (Contingency/Combat Inspections
(I) Background: Existing inspection requirements were intermingled
with other inspections; therefore, causing the concept and inspection
requirements to be unsupportable.
(2) Action Taken: contingency/combat preliminary workcards were
written (derived from peacetime inspection requirements), published (without
illustration), and sent to HQ TAC/LGMF-15 for distribution. Units in the
