          g. Project code assignments were useful, 9AU/9BU; etc. However, their
          relationship to MICAP and surge items needs to be clarified. We can
          identify and respond appropriately to support high priority backorders, but
          we have to depend on the MAJCOMs along with the applicable SPM to identify
          surge candidates without high priority backorders. At the depots in
          general, Desert Storm MICAPs are worked first, non-Desert Storm MICAPs are
          second, and surge items are being worked third. Each ALC has their own
          rules on bow to compute surge requirements. MAJCOMs and ARCS need to agree
          on how to identify surge candidates Bud bow requirements w111 be computed.
          A better listing of surge candidates must be maintained. A mechanized
          system to identify surge candidates would be desirable. ^ direct command to
          implement Oplan 70 is also necessary. The local CCIS was completely
          ineffective in identifying quantities and tracking. 

         b. For the C-130, additional spare engines and props were authorized by
         the MAJCOMs over and above previously authorized levels.: Many of these
         engines and props were built up from component parts, adding more engines
         and props to be supported. We are not sure that this information was
         captured to be rolled into our IM computations.

         i. A better understanding of the LOGSTAT report is necessary. What
         actions are required by the SPM based on data in this report?

         j. We need to be informed as soon as MAJCOMs set up any intermediate
  a;     repair capability in deployed areas, or in rear areas, over and above normal
         peacetime, so we as au ALC know what to expect as regards increased assets
         required, or al decreased workload at ALC, i e., prop repair at Rein Main.

            k. MAJCOMs need to explain bow they calculate NMCS, NMCM, etc.

            1. Following comments refer to Battle Staff Management effectiveness:

                (1) SITREPs: No use to ALC directorates.

                (2) Flexible response concept of manning: We do not possess
         additional manning required to operate while maintaining same level as
         "peacetime." 

         (3) Command and control tools (BSMS, STN, etc.): Not directly used
           by any directorates.
