                _ (U) An article entitled "Veterans Hospitals Brace for Possible Casualties of
                War" was printed in THE WASHINGTON POST today (4 Sep 90, Page A21). According
                to article, "The Department of Veterans Affairs announced it had fully
                activated for the first time a contingency plan under which its hospital
                serve as the primary backup to the Defense Department's smaller hospital
                system, an assignment Congress gave the VA in 1982." The activation referred
                to in the article is refers to the VA (medical) response to the current
                Middle East crisis. Per DASG (MR) Mr Jon Blaker the VA did not coordinate
                with DOD regarding this activations nor did DOD request this action be taken
                DASG (MR) was also not aware that an article was planned for THE WASHINGTON
                POST regarding this subject.

                - (U) USCENTAF FWD has coordinated with Combat Camera or movie and slide
                documentation of Operation desert Shield medical operations. Combat Crew
                personnel will contact CENTAF medical facilities directly. This will include
                ATH, SME, MASF, BTC, JMRO, AECC, and AELT operations.

               - EFFECTIVE 282400 Z AUG 90, USCENTCOM FWD was disestablished and
               USCINCCENT established at Riyadh, Saudi Arabia.  The HQ element remaining
               behind at Mac Di1l  AFB is deal monitor role only with the exception of  primary intelligence                                                                                                                
               analysis and  reporting. Unless otherwise directed addressees will shift all Operation                                     
               Desert Shield planning, coordination, and reporting from USCENTCOM MacDill  AFB
               to USCINCCENT in Riyadh, Saudi Arabia effective 282400Z Aug 90.
