Solution: Establish a better tracking system so information is
not lost or misplaced.
c. Problem: ALCC did not fully comprehend the MOG
limitations for our station. Several times we had to enter
aircraft in holding because we were over-mogged on the ground.
We informed ALEC numerous times of our true MOG but they kept
scheduling too many aircraft to up at one time. They also
refused our requests for early departures to help alleviate the
problem.
Solution: ALCC needs to use the MOG provided them by the
deployed ALCE. Work within these constraints and if you need to
squeeze more aircraft into a specific location let the
ALCE know and allow early departures as much as possible.
b. A/DACG:
a. Problem: A/DACG often had no clue where outbound cargo
was located. The ALCE had to take the initiative and make many
phone calls to try and locate cargo for outbound missions. Even
with our help the A/DACG was unable to consistently get loads to
the airfield within required time constraints to allow for on-
time departures.
6. General:
a. Problem: Our deployment aircraft picked us up from
Kadena and we headed eastbound for Saudi Arabia. We had the
aircraft maxed out on weight and were not scheduled to pick up
anything or anyone else. We essentially tied up a C-5 for three
days going east when our trip should have taken no more than one
and a half days had we gone west. Airlift was very tight at this
point and this was very poor planning on someone's part. We
tried to get the mission changed to go west but had no luck.
Solution: Current ops needs to be more flexible when scheduling
missions. Don't let dumb restrictions override good sound
judgment. Also our presence at KKMC was required to be ASAP
and we showed up two days later than initially progged.
b. Problem: The initial redeployment was filled with Army
personnel on Emergency Leave status. The number of people on EL
status was very excessive, sometimes one or two hundred at a
time. The Army appeared to be abusing the system to get their
people home with a higher priority and bumping other passengers.
Solution: The Army I.G. along with the A/DACG commander were
able to partially solve this problem for us. In the future we
