AFB. Prime RIBS teams Initially deployed primarily In nine,
eighteen, or twenty-five-person teams. Some tailoring of the
deploying UICs was done. Commanders and team chiefs weeded out
those who had to stay home for personal or medical reasons. They
put together a team that included a mixture of experience'
technical expertise, and youthful energy. While each unit sent
their "best," they also recognized that they had to operate and
maintain the home station" Some experienced personnel had to stay
home to maintain the bane. Bases also tailored their teams by
skill. Experience and common sense told engineers that certain
kills such as water' power production, and carpentry would be
critical in bedding down forces in a bare base setting. A few
teams considered tailoring their teams by gender. Some engineers
were reluctant to deploy women because of the restrictions Saudi
Arabia placed upon them. It was unclear in the minds of the
engineers how American women would be able to function in the
Muslim country. The deployed Palms BEEF and RIBS teams compelled
ninety-three percent males and seven percent females.

The typical Site Engineer at the deployed locations was a
major. The typical Chief of Services was a captain. Of the
twenty-two primary sites in SWA, the rank structure broke down this

usually when more senior Engineering or Services officers deployed
to a site, they ended up as Combat Support Element Commanders
rather than site engineers or chiefs of Services. This was true
for Tabuk' Bateen' and Cairo Rest for Engineering and Masirah'
Sharjak' and Al AYN for Services. Four home station Base Civil
Engineers (BCEs deployed, but more often, the Chief of operations
led the team. Fifteen Services squadron commanders deployed to SEA

Lathe early days of the operation' Air Force leaders
recognized the need for RED HORSE in SPA to assist in the extensive
engineering tasks that lay ahead. The HQ TAC Battle Staff notified
the 823d RED HORSE Squadron' Hurlburt Field' Florida' to prepare
for deployment to Southwest Asia on 14 August 1990. The unites
seventeen-person' RH-1 advance echelon (ADVONj team received
movement orders on 27 August and arrived at Dhahran on ~ September.
