The team determined that Eskan Village, thirteen miles south of
Riyadh, was the Ideal location for RED HORSE to headquarter. Balkan
was centrally located, convenient to CENTAF, accessible to good
roads and airfields, bad plenty of space for marshaling their
equipment in a secure area' and offered excellent billeting
faculties. The 112-person RH-2 team arrived in Riyadh on 25
      October.19
To help get their equipment in theater an soon as possible,
the decision was made to move equipment from the Aviano AB' Italy
prepositioning site. The 7319th RED HORSE Civil Engineering Flight
fit Aviano AB immediately prepared to sealift their prepositioned
construction equipment to Saudi Arabia. The 7119th personnel
transported 125 vehicles and pieces of equipment 350 miles to the
port of [Aviano for shipment aboard the Noble Star. The 823d
needed only to supplement the Aviano equipment set. They moved
three K-Span machines, three manlifts, all available
tractors/trailers, its Mobile Aircraft Arresting System {MANS) and
BAK-12 expeditionary barriers, and the unit's paving equipment to
the port of Jacksonville, Florida, in late September.20

      Force Beddown

U.S. Air Force personnel initially deployed to 20 primary
sites in the region (see Table III]. The bases represented a wide
variety of conditions. Rabat became one of the larger Bedouin sites
gag King Fahd International Airport' just outsell of Dhahran. The
airport bad been under construction since the mid-1980s and was
scheduled to open in 1991. Although not all of the infrastructure
had been built, the facility was an excellent site to beddown
aircraft and people from an engineering standpoint. The faculties
      Here nearly complete, but sitting vacant; utilities were in place;
the pavements and runways were complete and never been used; the
complex included miles of vacant land surrounding the airport; and
the contractor still had much of his equipment and a concrete batch
plant on site. The contractor suspended construction activities
while the American forces were present. At the other end of the
spectrum was Khamis Mushait AB' Saudi Arabia' a modern military
airfield with state of the art facilities. The aircraft shelters
spread throughout the base were new structures and offered
outstanding working and living accommodations for Air Force
personnel. They had existing utilities' billeting and dining
facilities, fire station, and fueling capabilities.
