development is as a result of Desert Shield. Our consolidated
 response was provided to TAC/BS and AFESC in our 241401Z Nov 90
 message.
r. Worked continuing difficulties with the Army associated with
 meeting the USCINCCENT ration objective of 60 days of sustainability.
 Issues included Army feeding objectives and lack of feeding
 capabilities (manning/types of meals), Army support to USMC and USN,
 industry capabilities to satisfy orders, local purchase of rations,
 and Saudi food contracts. The CENTAF CDC inventory is currently
 healthy at 67 DOS ($8.5 million) but could be adversely affected
 should it be directed to transfer rations to ARCENT. On 2 Dec 90,
 DPSC unilaterally ordered rations to support 50000 AF members for 30
 days. We have difficulties understanding who's really "driving the
 train" on rations management. Everyone's in the business it seems.
 This order will put the AF DOS objective near 90 days.

 s. Developed requirements with the TAC/BS on the New Generation
 Mobile Kitchen (NGMK).  We will test the prototype at A1 Kharj weapons
 storage area (feeding for 200-300). Need replacement for Mobile
 Kitchen Trailer (MKT). Asset should be designed to be self-sustaining
 and less susceptible to adverse weather environments.

 t. Provided assistance in setting up 9-1 kitchens at Cairo West,
 Sharjah, A1 Ayn,Riyadh and King Fahd IAP. CENTAF/DE was fortunate to
 have expertise on its staff. However, this reflects again on the
 deficiencies of Prime RIBS training at Det 2, HQ AFESC.

 u. In late Nov 90, worked E&S manpower and equipment requirements
 for King Khalid Military City (EXMC). Sent 3 staff members on a joint
 site visit.

 v. As with other Phase II build-up plans, the prompt response
 fro TAC/BS to source and deliver over 1200 E&S manpower that the
 CENTAF/DE identified added to our ability to beddown inbound weapon
 systems quickly.

 w. Lost our first Engineering and Services member on 1 Dec 90.
 AIC Rocky Nelson from the 4 CES was killed in a vehicle accident
 during construction at A1 Kharj AB.

 7. Future Emphasis: The U.N. Security Council resolution calling for
 the complete withdrawal of all Iraqi troops from Kuwait not later than
 15 Jan 91 has provided a new level of emphasis to our tasks. W are
 no longer dealing with an unlimited time frame for world politics to
 play out the military option. As a result, E&S emphasis at the sites
 is focused on warfighting capabilities. The CENTAF/DE staff is
 helping by obtaining project approval and funding' where necessary for
 critical constructions projects (aprons, revetments, weapons storage
 areas and roads' etc). We are also prepositioning materials, food and
 water' sandbagging, and berming to protect assets. At the new sites'
 we re emphasizing lessons learned To expedite The beddown effort., [(b)(6)]
