 g. Continue to "push" D-rations and MRE's to the site in
 support of contingency feeding capabilities.
 h. Began beddown and site development planning for A1 Kharj AB.
 Sponsored RH, PB, PR, and 4 TWF meetings to determine best site plan
 and schedules. Developed planning [or cantonment area, ammo storage,
 fuel berming, maintenance facilities, K-Span construction, and
 required materials. Coordinated with CENTAF/LG to source Harvest
 Falcon assets and build delivery schedules. Worked with TAC/BS to
 source P8, PP, and [firefighter to backfill Thumrait, enabling 4 TFW
 manpower to relocate to A1 Kharj.
 i. Reviewed E&S officer manning for deployed Prime BEEF and Prime
 RIBS teams.  Noted that many PB and PR Lt Colonels were diverted
by Wing Commanders from primary duties to combat support element
commanders.  Prime BEEF teams led by 6 Capts, 7 Majors, and 1 Lt Col.
 Prime RIBS teams led with Capts, 1 Major, and 6 Lt Colonels. They
 were the senior officers in charge. Many sites had additional Capts
 and Majors in secondary positions. Consequently, the E&S officers of
 the future are receiving valuable experience during Desert Shield.
  j. As of 1 Nov 90, the Saudi government agreed to reimburse the
 U.S. or pay directly for all food, water, fuel, housing/facilities and
 utilities for logistics support of U.S. force assigned to Saudi-
 Arabia. Consequently, CENTAF/DES will consolidate a request For
 reimbursement each month, or the value of B-rations and MRES issued
 From the Central Distribution Center to Saudi sites.
  k. Developed a revised USCENTAF/DE organizational . The
 realignment established within The DCS/DE six directors;
 DES-Subsistence, DEH-Housing and Services, D-mortuary Affairs (at
 Dhahran), DEM-Operations and Maintenance, DEF-Fire protection,
 DEE-Engineering and Construction.
 L.  Msgt Hongardner returned to CONUS.  Capt Ibanez and Maj Glines
deployed in early Dec 90 and established a Readiness division .
  m. Continued To experience problems with fielding a mass fatality
 mortuary computer system. The CENTAF requirement calls for a computer
 link between The Dhahran mortuary and the Dover Port Mortuary.
 Unfortunately,  HQ AFESC hadn't completed testing the overdue software
program, nor can it secure funding for the appropriate hardware.  HQ
 AFESC suggested we buy 14 systems for dispersal throughout The AOR ; a
 $43,000 proposal. We rejected the offer. We're concerned that even
 after 120 days and numerous communications, the E&S community has not
 fielded this capability.
 n. We're also disappointed with ARCENT's mortuary capability this
period.  ARCENT Graves Registration Units announced they would not be 
 fully manned or equipped. Army collection points still not
 established. Now Army GRREG leadership changed again at Dhahran
 (USARCENT - SUPCOM). prepared and forwarded a USCENTAF/CC To
 USARCENT letter expressing our concerns.
 
 o. Concurred with AFESC's request to redeploy Mr. G Huey and Kay
to CONUS (Dover Port Mortuary). Two military backfills received.
 p. Visited Doha, Sharjah, A1 Minhad and Dhahran mortuary
 operations 18-20 Nov 90. Met with Prime BEEF and Prime RIBS Chiefs, 
 visited operations and identified issues requiring CENTAF/DE help.
 Overall assessment was that E&S troops were performing admirably.
