(U) Iran denounced Iraq's illegal invasion of Kuwait. 10 August (U) President Bush announced that Iraqi vessels carrying oil would not be allowed to leave the Persian Gulf. (U) President Bush officially notified Congress that he had sent troops to defend Saudi Arabia, but he did not formally invoke the 1973 War Powers Act, maintaining that hostilities were not imminent. (O) General Schwarzkopf asked JCS Chairman, General Colin L. Powell (Usa), to have the USAF begin planning a bombing campaign as a possible retaliatory option.
