[(b)(l)sec3.4 (b)(5)] 10 September (U) Meeting in Helsinki, Finland, President Bush and Soviet President Mikhail Gorbachev jointly condemned Iraq's invasion of Kuwait. Gorbachev agreed to pressure Iraq to withdraw but refused to commit troops. 14 September (U) Japan increased its financial aid offer by $3 billion. 15 September (U) France announced plans to send additional troops and material to Saudi Arabia. (U) West Germany pledged $2 billion to the gulf effort. 16 September (U) The 7319th RED HORSE [rapid engineer deployable heavy operations repair] Civil - Engineering Flight, Aviano AB, Italy, shipped 1,400 tons of heavy construction equipment to Shaikh Isa, Bahrain, aboard the S.S. Noble Star. Nineteen unit personnel flew ahead to prepare to disperse the equipment throughout USCENTCOM's theater of operations. 17 September (U) Secretary Cheney relieved General Michael J. Dugan as Air Force Chief of Staff, explain- ing that Dugan had discussed with reporters sensitive U.S. strategy regarding the gulf class. 17
