1990/Desert Shield
1 September 	(U) The cost for Operation Desert Shield
			reached $1 billion. President Bush asked all
			nations to help fund the multinational effort.
			
2 September 	(U) Fourteen F-lllFs from the 48th Tactical
			Fighter Wing (494th Tactical Fighter Squadron,
			RAF Shaikh, United Kingdom) deployed to
			Taif, Saudi Arabia, bringing the total to 32.
			During the course of the Deployment, MAC moved
			618 personnel and 483 tons of equipment. (See
			Appendix 19.)
			
3 September 	(U) Twenty-five Prime BEEF (base engineer
			emergency force) personnel from the 52d Civil
			Engineering Squadron, Spangdahlem AB, Germany,
			deployed to Doha, Qatar, to support the bed
			down of deploying USAFE forces.
			
4-5 			At the USEUCOM Component Commanders
September		Conference, Commander in Chief Usafe (CINC
			Usafe) General Robert C. Oaks proposed opening
			a "second front" (Turkey) to USCINCEUR, Gener-
			al Calvin, who in turn discussed the idea with
			General Powell. This led to the establishment
			of Joint Task Force (]JTF) Proven Force bead
			quartered at Incirlik AB, Turkey. The JTF took
			advantage of USAFE aircraft already deployed
			there for weapons training (F-lllEs),
			[(b)(l) sec 3.4(b)(5)] and others due to ar-
			rive for Exercise Display Determination (F
			16s). (52d Tactical Fighter Wing pilots, Lt
			Col Edward Ballanco and Maj Kurt Dittmer, bad
			proposed the idea to Seventeenth Air Force
			Commander Major General Glenn A. Profitt, II,
			in August, noting USAFE could conduct elec-
			tronic combat operations from Incirlik to
			complicate and divert Iraqi air defenses.(11)
			
5 September) 	(U) Twelve F-4Gs fro the 52d Tactical Fight-
			er Wing (81st Tactical Fighter Squadron fro
			Spangdahlem AB) deployed to Shaikh Isa, Bah-
			rain, each carrying AGM-88 HARM and AIM-7F
			missiles. This was the last USAFE unit re-
			located to Southwest Asia during Phase I
			deployments. (See Appendix 18.)
			
			(U) The Air Force Military Personnel Center
			solicited recommendations from all major com-
			mands for a rotation policy for personnel TDY
