INTRODUCTION
The USCENTAF logistics build-up for Operation Desert Shield
Desert Storm began on August 1991 with the deployment of
Lieutenant General Charles A. Horner, Commander USCENTAF, and
Colonel William M. Rider, USCENTAF Deputy Chief of Staff for
Logistics to the area of responsibility (AOR) with Secretary of
Defense Richard Cheney. The logistics build-up culminated in the
successful deployment, beddown, and employment of 1,229 tactical
fighters, tactical airlift aircraft, surveillance/reconnaissance
aircraft as well as strategic tankers and bombers at twenty-five
operating locatlons. In addition, over $1.3 billion worth of bare
base assets, augmented by host nation services, were deployed to
support over 55,000 Air Force personnel at bases throughout the
Arabian Peninsula, Diego Garcia and Egypt.
During Operation Desert Shield we worked closely with higher
headquarters and subordinate units providing guidance and direction
in the areas of supply, transportation, munitions, fuels, aircraft
maintenance, contracting, and logistics plans. The emphasis was
placed on munitions build-up and resupply, fuel stocks, spare parts
and equipment resupply, aircraft maintenance and status monitoring,
and bare base build-up. The logistics staff also worked extremely
hard to improve living and working conditions at all operating
locations and to enhance the transportation support.
