         deployment of aviation packages, critical mission support cargo,
         and personnel. Over 17,300 C-5, C-141, KC-10, and commercial
         charter missions were flown. To expedite delivery of critical
         MICAP (show stopper) cargo to the AOR "Desert Express" C-141's were	
         operated daily on a Charleston-Torrejon-Dhahran-Riyadh-Torrejon
         Charleston rotater.   The "European Express" C-141's operated on a
        Rhein Main-Dhahran-Rhein Main daily rotator. It connected with
        Desert Express in Dhahran and moved critical MICAPs for units
        deployed from Europe within the AOR. On the other hand, the use of
        strategic airlift to move outsized/oversized cargo within the AOR
        was unsuccessful and forced us to divert outsize cargo to surface
        modes of transportation. In most cases, this resulted in the
        linehaul of critical vehicles and eguipment over 1,500 miles which
        transversed at least five international borders. To provide
        visibility over common user cargo, we established Joint Airlift
        Clearance Authorities at two major Aerial Ports of Debarkation.
        This concept proved invaluable to monitor and track cargo and
        aircraft engines entering the theater. Also, the ACA developed
        procedures and guidance for all USCENTAF controlled aerial port and
        traffic management functions and played a key role in developing a
        fixed aerial port structure at Riyadh AB, SA. Further, ACA
        representatives deployed to Europe and established a vital
        capability to move European Desert Express 9AU cargo. Their
        presence resulted in over 100 percent of allocated space to move
        high priority cargo.
