AIR BASE OPERABILITY
DECONTAMINATION/CONTAINATION AVOIDANCE
PLAN
1. PURPOSE: To establish a concept of operations for chemical
agent decontamination and contamination avoidance.
2. CONCEPT OF OPERATIONS: Decontamination will be primarily
user oriented utilizing expedient methods and contamination
avoidance procedures. Expected agents are non-persistent (4-12
HOURS) in the present environment, but with weather changes,
could extend upward to 77 hours or more. If more detailed con-
termination is required, specialized teams are formed in mainte-
nance, munitions, transportation, civil engineers, and medical.
Decontamination tasking/guidance is provided in the base decon
plan.
3. GENERAL TASKING:
a. 23rd/354 TFW/MA will man and equip the following teams:
1) Munitions Decon
2) Aircraft Decon
3) AGE
b. 354th CSE/DE will equip and man an Area Decon Team and
will be responsible for RRR equipment decon.
c. 354th TFW/LGT will equip and man a vehicle Decon Team.
d. 1st SOW/MA will man and equip the following teams:
1) Munitions
2) Aircraft
3) AGE
e. All units will be responsible for expedient decontamina-
tion of owner/user vehicles and equipment.
4. DECONTAMINATION LOCATIONS: Decontamination Teams must
identify primary, secondary, and tertiary locations. Water
availability must be considered when choosing locations. To
facilitate relocation, mobile decon teams should be considered.
5. COMMAND AND CONTROL: Decontamination operations other than
owner/user level will be as directed and prioritized by the SRC/CC.
