KING FAHD INTERNATIONAL AIRPORT, DAMMAM, SAUDI ARABIA (U)
-MISSION STATEMENT: King Fahd International Airport (KFIA), still under
construction, has over 100 USAF A-10 Thunderbolt II aircraft with the primary
mission of providing close air support against enemy armor. Other aircraft
include: F-16; MC-130; AC-130; MH-53, MH-60; HC-130 and EC-130 aircraft with
search and rescue (S/R) and special operation missions. The primary missions
of the F-16 aircraft at KFIA are battlefield air interdiction and air-to-air
interdiction. Additionally, KFIA has been designated an alternate point of
debarkation (APOD) by MAC, so military and civilian passenger and cargo
aircraft arrive and depart KFIA daily. The US Army has Apache, Cobra, Black
Hawk, Huey and Chinook helicopters in place. When all helicopters are present
they total over 600. KFIA also has a Patriot air defense artillery battery
which is a surface to air (anti-aircraft) missile system. The total USAF
population is approximately 8,000 and growing daily.
-PERIMETER VULNERABILITIES: (U) The outer perimeter of KFIA is bordered by
a multiple strand barbed wire fence. The fence in many places is covered by
sand. There are gates and openings at various locations along the fenceline.
Some of these breaks in the fence are caused by Bedouins or vehicles. The
openings along the fence in several locations have dirt roads passing through
them. These roads have a smooth surface providing high speed avenues of
approach. The roads in many areas are packed well enough that moving vehicles
will not produce dust trails. All identified roads can accommodate four wheel
drive vehicles, all terrain vehicles, and automobiles. These roads provide an
avenue of approach into KFIA. The fenceline separating KFIA and the Riyadh
Expressway is down, which allows easy access to KFIA from the east. The
entrance allows vehicles to make their way to the populated areas of KFIA by
several routes. All roads traveling northwest, paralleling the pipeline,
come out behind the Main Gate and onto the base proper. Once on KFIA, a
vehicle of any type can make its way to hard surfaced roads leading to the
cantonment and flightline areas. An open gate on the south perimeter of KFIA
allows access to the desert area between the Riyadh Highway and KFIA.
Security Police personnel posted near the POL bulk storage area can observe
the gate during daylight hours and detect any unauthorized entry. During the
hours of darkness, observation of personnel entering/exiting this gate is
restricted because of limited lighting.
-SECURITY FORCES (U)
--LOCAL SECURITY Capabilities: (U) There is a 26 man direct hire
contract security element assigned to KFIA. They work for the Saudi Arabian
Bechtel Company (SABCO). They provide entry control; pass and identification,
and industrial security services. They carry no weapons. If assistance is
needed, they contact the local Saudi Police from the nearby towns of Safwa and
Qatif. Vehicle accidents are handled by the Dammam traffic station, Dammam,
Saudi Arabia.
