                                  (SGHR ITEM NO. 10)

         DISCUSSION: SAC made decisions early that helped ensure SAC MTFs would be
         able to continue care in all primary care specialties. With he exception of
         Carswell we kept the executive staff in tact at all our MTFs. If filling a UTC
         would close down capability we would "fray" those AFSCs to other SAC MTFs.
         This is a SAC success story. All SAC MTFs continued to see patients in-house
         saving money and eliminating potential patient dissatisfaction.
         RECOMMENDATIONS: Ensure the lesson learned is saved for future deployments

         ACTIONS REQUIRED: None. The recommended action, i.e., "fraggingn of UTCs is
         not recommended. SAC believed they could better serve their peacetime mission
         without regard to the deployment impact. Fragging is only acceptable on a
         limited basis. Ensuring accountability in the XO community regarding
         requirements for deployed UTCs, subsequent justification, back-tracking, over-
         staffing, and under-staffing led to serious problems. Early fragging led to
         mandatory fragging in later deployments due to lack of available personnel at a
         unit that had a UTC tasking. Backfill determinations were also hampered by
         fragging.
         ACTIONS COMPLETED: None. Follow existing guidelines with regards to filling
         UTC requirements.
