            BLOOD ISSUE NO. 2 Blood Program Liaison Needed

            DISCUSSION: CENTCOM did not have a blood program in early stages of ODS.

          EUCOM (USAFE Blood Program Officer) managed the blood program for the first 6
            weeks, in addition to developing EUCOM's CONOPs.

          RECOMMENDATION: A Blood Program Officer should be identified for interfacing
           between EUCOM and CENTCOM. A Blood Program Officer should be deployed during
           early stages o future operations.

           ACTIONS REQUIRED: Determine if blood program officer needs to be identified
           for interfacing between EUCOM and CENTCOM. If needed, plan for.

           ACTIONS COMPLETED: Lack of blood management in CENTCOM AOR during early stages
           of ODS was an execution problem because there were plans in place that were not
          implemented, causing need for EUCOM assistance. CENTCOM has reviewed blood
          program planning and expects to provide management for future operations.
