called to active duty or other special needs that needed more time
to work out.
RECOMMENDATION: The Push-Pull Mobilization System policy and
procedures need to be changed to allow individuals at least a two
week notification prior to having to report for PIM processing.
12. OBSERVATION: After Reserve, Guard, IMA, and PIM personnel were
mobilized to their initial duty location, MAJCOMs relocated them
within their own command or to another command. These relocations
were accomplished either by amending EAD or PCS orders issued by
another agency, or placing them on TDY orders using their funds.
These relocations were done to accommodate members personal needs or
to realign specialties to meet requirements.
DISCUSSION: During Push-Pull Mobilization, AFMPC received
numerous phone calls from CBPOs concerning the reassignment of these
personnel and how do they access them to their personnel files.
Commands called wanting to swap IRRs with IMAs or ANG or Reserve
personnel. The OPRs and procedures for relocating mobilized
personnel was not clearly defined and some MAJCOMs asked questions
after they had already accomplished their crossleveling or swaps.
When CBPOs had questions concerning these type of problems, guidance
was not available. The appropriate agencies were coordinated with
prior to movement of mobilized personnel. The only agency that can
send a member in PCS status is AFMPC. Many overages occurred at
MTFs because a Reserve, Guard, IMA or IRR reported to fill a
requirement already filled from one of those sources. It seemed the
total force was integrated prior to requirements being generated for
PIM personnel.
RECOMMENDATION: There needs to be a better system/method
developed to insure that all mobilized categories are integrated and
allocated to fill backfill requirements prior to their final
assignment. It does not make fiscal sense to spend money to send a
member to fill a identified requirement and then spend additional
funds to relocate the member within days of their arrival.
Likewise, if we are going to swap or relocate members to get them
closer to home, then make that a consideration prior to their
initial assignment rather than afterwards. Procedures need to be
established to accommodate those relocations that cannot be helped.
There should be involvement by ARPC, AFRES, NGB and AFMPC depending
on which category reservist is involved (under the current
mobilization guidance). In a nutshell, if the personnel community
is to be held accountable for providing service to those mobilized
personnel, we must be notified of personnel movements prior to their
completion. Policy guidance should be provided to all CBPOs and
agencies involved on the processing of ANG, Reserve, IMA and PIM
personnel.
NOTE: It would make it a lot easier if all mobilized
categories were treated the same rather than each having their own
procedures.
13. OBSERVATION: The personnel data system was not responsive
enough for short notice assignment processing of PIM personnel.
