SUBJECT: CONUS Mobilization
BACKGROUND: The mobilization of the IRR raised several issues
concerning their availability.
DISCUSSION: The IRR in many cases were treated in the same manner
as the Selected Reserve. In some cases, they were called up and
given three days to report, and two of those days were on a
weekend when banks and other institutions are closed. These
individuals know they are subject to call-up, but are not
drilling reserves with all their affairs arranged for instant
activation. Other issues related to this included lack of
dependent care provisions, personal transportation needs, and
lack of understanding of IRR commitment.
ACTION RECOMMENDED: The whole issue of how the IRR should be
mobilized needs to be reviewed. Guidelines should be established
that will consider both the needs of the Air Force and the needs
of the individuals. In addition, the IRR should be managed in a
manner similar to the IMA program. They need constant reminders
that they still have a commitment, and could be called on at any
time. Better management would also include monitoring of their
dependency situation and health status.
