STANDARD OPERATING PROCEDURES FOR ASF

ISSUE: No standardized training program on how to onload/offload
patients for ASF personnel.
OBSERVATION: ASF personnel were not familiar with flightline
operations dealing with aeromedical evacuation mission aircraft
(C-141, C-9A, C-130). This includes how to properly drive and
park ambuses, use of NATO buses, flightline safety and so forth.
DISCUSSION: During initial aeromedical evacuation missions it
was determined that the ASF took an extremely long time to
offload patients from aeromedical evacuation aircraft. ASF
personnel were not knowledgeable of the proper procedures in
handling litters when taking patients to and from the ambus and
to and from the aircraft. Lack of patient sensitivity and
sometimes safety was evident throughout their patient movement.
ASF personnel tended to use actual patient movement for training
in their mission.
IMPACT: Could have caused unnecessary injury to patients.
RECOMMENDATION: Develop and publish an ASF training program in
an Air Force level regulation that requires proficiency
qualification training in patient litter movement and flightline
driver training.
