TOPIC AREA: AEROMEDICAL STAGING FACILITY (ASF) / LACK OF
STANDARD OPERATING PROCEDURES FOR ASF

ISSUE: ASF personnel were not aware of how to use patient
positioning plans (PPP) to load patients on ambuses for outbound
aeromedical evacuation missions.
OBSERVATION: ASF nursing personnel were not aware of how to load
patients onto ambuses so that they would be onloaded from the
ambuses to the aircraft according to the PPP.
DISCUSSION: We assigned a FCC function to the ASF to assist in
ensuring that patients were properly prepared and acceptable for
entry into the aeromedical evacuation system. It was observed by
our FCC personnel that ASF nursing service personnel were not
aware of loading patients into the ambuses so that the patients
could be loaded into the aircraft according to the PPP. Our FCC
personnel provided inservice training in this area resulting in
excellent performance by the ASF.
IMPACT: Created unnecessary delays in patient loading which
increases patient discomfort. Could have resulted in delay of
aircraft departure.
RECOMMENDATION: Information on the PPP and how to use it should
be included in an Air Force level regulation which describes and
explains the ASF duties and responsibilities.
