         SUBJECT: Tracking of Civilian Personnel

         BACKGROUND: Civilian personnel who are reserve or guard members are not
         currently tracked in the civilian personnel system.

         DISCUSSION: Planners were not able to predict how many civilian employees
         were eligible for activation and deployment. There was no system to obtain
         this information except through personal contact of all supervisors of
         civilian personnel.

         ACTION RECOMMENDATION: DPC insure that employees who are also reserve, force
         personnel be identified in the central civilian personnel data system.
