X. BACKGROUIVD.
TEAM MEMBERS: A three man team consisting of Mr.' Joseph
Matherly, P.B., U.S. Army Corps of Engineer's Research
Laboratory (CER-L) . Edgar Smith, Ph.D, P.E. also from CERL,
and Mr. Edgar Healy, Environmental Engineer, U.8. Army
Engineer District, Mobile, were designated,, in response to a
request by Major General Kelly, to visit Xuwait for the
purpose of evaluating the status of the wastewater system.
OBJECTIVES: The following objectives were developed and
a@ead@to subsequent to our in-briefing on is May 1991:
1. To evaluate the existing sewage collection and
treatment systems in light of the emergency recovery
efforts.
2. To identify critical components of the systems and
justify their importance to recovery and'operation.
3. To understand and explain the system and its
operation in layman's terms for decision makers.
4. To address measures for odor control from a
historical and future perspective.'
S. To evaluate system response to anticipated demands in
the short term, and to lesser extent in the long term.
6. To evaluate system recovery efforts to date.
7. To develop a recorndnded set of recovery objectives
in order of priority.
B.' To' evaluate recovery management plans and offer
recommendations for their Improvement, and to identify
institutional barriers to good management and
coordination.
9. To perform other duties as assigned and requested by
KERO and DRAO management and technical staff.
.(Consultations regarding water supply and sewage disposal
at Doha, 6th Brigade, a Kuwaiti air base, and elsewhere).
