                     APPROACH:    The general approach was to gather and
                assimilate information from various sources including written
                reports,   interviews,    observations and other sources.
                Engineering reports prepared at the request of the Ministry of
                public Works prior to the invasion were especially helpful in
                understanding the pro-invasion condition of the sewage
                collection and treatment systems.      interviews with Mahmoud
                Karam, OMX personnel, and Capt. Ouellette were especially
                helpful in understanding the existing sewage system and the
                related water supply system. observations were made at the
                three major sewage treatment plants, numerous pump stations
                and by-pass locations within the collection system during'.
                travel throughout Kuwait City.
                     Our approach also included presenting 'our plans,
                objectives, progress and'schedule to KERO.and DRAO management
                for review and comment.        We also presented our plan,
                objectives, and preliminary conclusions in meetings with His
                Excellency Abdulla Al Qatami, Minister of Public Works, and
                Mr. Al Fozan.


                     CRZTXCAT. OBSERVATRONS:    We were hampered in our efforts
                to assess recovery progress by the lack of a satisfactory
                initial damage assessment.      "Stove piping" management of
                recovery efforts impeded our gathering of information in
                related areas of water supply, population return projections,
 efforts. We believe a situation
                room or center is, and would have been earlier-, of great value
                in recovery efforts. Initial efforts to obtain information
                and coordinate with "the steering committee" of the MPW were
                difficult at best-- this situation has gradually improved-as
                (opinion) our -credibility has 'increased with committee
                members.
