                  observe leaking electrical      transformers, there may be
                  transformers associated with    the sewage system that were
                  damaged during the war and may be leaking.        It- should be
                  assumed that the transformer oil contains Polychlorinated
                  biphenol compounds (PCB's) and clean-up of - contaminated
                  materials should be handled accordingly.
                       It is important to note that damage assessment in detail
                  beyond that possible by "drive by" or "windshield" survey is
                  apparently not available,, or was not well documented in a
                  written 'form.   Also, the limited available information on
                  damage assessment was not accurate in many respects regarding
                  conditions at the sewage treatment plants and in the
                  collection system.


                       .4. Current Conditions and Recommendations. OXI has made
                  progress.by using temporary pumps at many of the screw pump
                  locations.     Several major pung stations are partially on
                  line, and procurement of repair and replacement parts has been
                  initiated by OMI. Long lead times can be expected for large
                  motors and pumps as these are not "off the shelf" items. The
                  decision regarding premium'payments for expedited delivery is
                  a steering committee decision.     Some of the more pressing
                  problems can be'alleviated with the on-going.emergency repair
                  work. The priority of items to repair has been a subject of
                  interest since Kuwait was freed. At first glance, it may seem
                  that the repairs have been accomplished'in a random "shotgun"
                  approach. However, it appears that a i3lan has been devised by
 the collection
                  system in an orderly manner according to a set of objectives
                  which was created by OMI and the MPW.         The plan was to
                  accomplish a survey of the pump stations and force mains, the
                  odor control -stations, the network (gravity lines and
                'manholes), and the wastewater treatment plants to asseds-the
                  operability of the entire system. MPW/OMI objectives in order
                  of priority' were to do the following:

                       a.  eliminate sewage overflow to land
                       b.  eliminate untreated sewage discharger; to the gulf
                       c.  prevent recurrent sewage overf  lows to the land
                       d.  provide reliable and adequate odor control
                       e.  provide beneficial effluent utilization

                      This information was taken from a Memorandum from OMI to
                  KERO dated 11 May 1991.
