                 LbLter, we obtained a memo dated 18 May 1991, concerning a
                 Steering Committee meeting where the following priorities for
                 OMI recovery efforts were set:

                      a. Complaints
                      b. Lifting stations
                      c. other major pimp  stations


                      These objectives haie been partially accomplished, at
                 best, over the last three months. Progress has been hindered
                 by logistical support such as problems obtaining visas,
                 housing,    availability   of    repair    parts,     inadequate
                 communications system (telephone and radio), insurancia
                 problems, and lack of skilled labor.        It has also been
                 hindered by the at)vaient lack of discipline on the Part of the
                 Kuwaiti steering committee to follow the plan. In their zeal
                 to accomplish the tasn. at times repairs are undertaken in
                 random'fashion rather than in an orderly fashion according to
                 a Plan.    They have placed a high priority on answering-
                 "complaint call" for sewer stoppages. Thus a portion of the
                 labor force is diverted to flusher and pumper trucks. The
                 labor may be better used elsewhere to repair the svstem in
                 order of priority. OMI is making every effort to please their
                 client and performs work out of sequence at their clients
                 request. This may delay the complete restoration of service.
                 Certain areas or individuals may not have adequate service as
                 quick but the system can be brought back up more efficiently
                 if the plan is followed.

                      our priorities for reactivating the system under these
                 extraordinary circumstances are different from OXI'S. They
follows:

                      1.   Public Health and Safetk: an e@ple 6eing the
                      varningr for returningr residents about gases from the.
                      sever system possibly entering into their homes.


                      2.. Focus on the collection sy
                                                     -gtem:
                           a.   Repair screw and minor pump stations, as by
                           pass capability exists at the'ma)or stations - get
                           the sewage to the gulf. See Figure No. 7.

                           b. Repair gravity severs and manholes      clean and
                           assure flow in these lines.

                           C.    FOCUS attention and priority on known and
                           projected population concentrations.
