C. TTAHRA EXTENDED ARRAT-rOg PZANT:
1. General Description. This plant is located West of
the Kuwait City center. It has a capacity of approximately
8.7 MGD (33liDOO m3 per day). It is a recently constructed
plant in generally good condition. All Flow is received by
pressure sewer line.from pumping station A16 directly. The
Jahra area is served by this treatment facility. See Figure
11 for the Jahra plant layout.
The plant is also an extended aeration variation-of the
Activated sludge process. The facility was designed with
pretreatment consisting of mechanically cleaned bar screens
and grit removal. Wastewater is brought into. the aeration
tanks from the pretreatment processes. ' Aeration is
accomplished with surface aerators. Clarification is
accomplished in multiple circular settling tanks and tertiary
treatment consists of rapid sand filters and chlorination
facilities. The effluent is currently used in part for
irrigation at the plant and elsewhere.
2. Pre-invasion condition.. There are no reported or
observed major operational or maintenance conditions which
interfere with plant operation to design specifications.
3. Condition at the time of Ziberation: significant
damage was 'done to the laboratory and administration
buildings. Laboratory and administration areas can be
-restored to minimal functional levels quickly. There was no
indication of war damage to plant equipment or facilities,
although one of the two large engine-generator sets was stolen
aced.
4. Present Condition and Recommendations: Very little,.
if any, work has been accomplished. Restart-of this Plant is
a lower priority than the repair of the collection system and
the restart of -the Ardiva Plant, Electrical feed to the plant
has been disrupted (restored 30 May with KERO assistance).
We have been informed that the MEW is working on determining
the cause and restoring power to the plant. We also observed
a small amount of un@loded ordnance in the area. several@
filing cabinets in the administration buildings contained hand
grenades. We notified DRAO ntlosive ordnance Disposal Team
and the site was supposed to have been cleared 29 May 1991.
The @lant is operational and could Provide Primary treatment
almost immediately, if a bit of imagination is used in flow
control within the plant.' operate a minimum number of
.aeration basins,, only allowing flow to additional aeration
basins as the plant influent flow.increaties. Aeration basins
should be operated, but without. the proper mixed liquor
suspended solids content in the basins, primary treatment is
