                 suspended solids build up occurs. Sludge from aeration basins
                 which do not have the    oper balance of mixed liquor suspended
                                       py
                 solids and the proper sludge age'may be difficult to settle.
                 Coagulants such as polymers or line may be added to help
                 settle the sludge in - the clarifiers. All sludge should be
                 returned from clarifiers'to accomplish the fastest sludge
                 buildup, i.e. , do not waste sludge to the anaerobic digesters;
                 if one of the other plants has sufficient solids content in
                 the aeration basin and aludge'is being wasted, then transport
                 this sludge by tanker truck to the aeration basin to be used
                 as a seed sludge. This may hasten the process of obtaining
                 proper solids content in the aeration basins.

                      General plant preventative maintenance and upkeep was.
                 halted during the occupation and has not yet restarted. We
                 anticipate that minor start-up mechanical and electrical
                 problems will occur due the lack proper maintenance during'
                 this period.
