l.. General.
0141 has an exclusive contract for the restoration of the
Kuwait City sanitary wastewater collection and treatment
system. They were the contractor for these services prior to
the -invasion and, have institutional memory regarding the
systems. Their assessments of pre-invasion conditions related
to the collection @nd treatment system are the best basis for
determining changes occurring during occupation and liberation
of Kuwait City.
OMI staffing is currently at 22 people including 3
engineers from CH2M who arrived about 27 May. Thgy are
expecting 10 to 12 to arrive each week over the next several
weeks until their staffing reaches a total of 75 People. They
have 'a one year contract for operation and maintenance
services, including recovery efforts. As of this.date, they
reportedly have over 200 laborers and craftsmen'under contract
and working. They report 6 or 7 sub-contractors are ' working
functional areas such -as drying and rewinding electric motors,
and repairing the piping at the influent headworks to the
Ardiya STP.
OKI Superintendent for Pumping Stations, Mr. B.,T.
Nichols, provided the following information regarding the
pumping stations prior to the invasion: -
1. The new pump motors 'for station AIS, the prime pump
station for moving sewage to the Rigga STP, will take 45
weeks for delivery.' Reportedly the steering committee
is the approving authority for any efforts at expediting.
contract between OMI and the Xuwait Ministry of
Public Works does not address schedules or expediting-of
repair/replacement. in essence it is' at the.discretion,
of the contractor whether the extra cost involved in
expediting a repair or replacement is-"normal expense" or
must be approved and funded at added cost.) The
contractor (OMI,,30 May 91) has noted that the replacement
could likely be expedited at extra cost.
We spoke with Mr. Gerhard Barkwi@z, sales engineer with KSB
Pumps in Germany, and he estimated 6 months delivery. time on
large pump motors from Siemens or AEG.
2. The All pump station is a major source of sewage for
the Ardiya STP. The dry well was flooded and damage is
assumed to the pump motors. They are currently being
dried and worked by a sub-contractor. The schedule for
completion-of the work and related decisions related to
