                 sludge handling (shovel and wheelbarrow at Ardiya) . and
                 assumed inadequate construction - specif icati6ns related to
                 materials uE;6d in control gates, conveyance channels,, and
                 quality assurance during 'construction. Ardiya STP is less
                 than 30 years old, and it looks to be more than 50 years old.
                 The sewer system has obvious problems in that 90% of the sewer
                 lines are asbestos-cement pipe and should all be replaced with
                 piping more appropriate to the sewer system conditions, i.e.,
                 low f lows, extremely long residence times, anaerobic
                 conditions, and resulting unusually corrosive conditions.
