e. A3 was visited @o May and it was determined
that the dry Well was not flooded to a level above
the motors. The pumps are apparently underwater.
No information -was obtained regarding this stations
priority or schedule for repair.
2. OMX performance capability.
OMI has qualif ied technicians in the country in the
functional areas of:
a. Sewage treatment plant O&M,
b. Pump station and collection system O&M, and
c. The administrative aspects of contracting-
omi evidently received their first environmental
engineering support from within country from CH2M personnel
during the week of 26 May 1991. This is likely a reason for.
the oversights in the jointly 'produced (OMI/MPW) recov@
objectives and priority statements. The number of personnel,
both technical and engineering staff, has been slow to arrive
by OKI personnel assessment because of omi claims of delays in
visa approval for entry through Saudi. There is no reason to
doubt this claim.
OMI Performance capability is being constrained

committee. The basis for this is in part the poor quality of
the contract between OMI and MPW. The other aspects may be
ed to a desire on the'part of the MPW to retain and
exercise control of the recovery. effort. The effects of this

in a time recruirincr management ef'forts.to be focused more on
the long term implications of the recovery effort, and the
long term planning, for infrastructure replacement and
construction.
The steering committee should be focused more on the
issues related to the very poor condition of a relatively new
sewage collection and treatment system. There are serious
oversights in existing design at all treatment plants,
problems with inadequate treatment capacity, and an obvious
,problem related to routine O&M of-both treatment plants and
