             result of sand in the barrel or in the bolt mechanism. I am instituting a policy
             that requires soldiers to carry their weapons cleaning equipment during all live
             fire activities and that all weapons will be cleaned during the
             .consolidation/organization   phase prior to repulsing a counterattack.
