          FRAGO #002-91 to 7th Engineer Brigade OPLAN 5-90

          1. Situation: Pre-emptive attack or terrorist operations
          against U.S. Forces possible within the next 96 hours.

          2. Mission: 7th Engineer Brigade prepares for defense of the VII
          Corps area of operations against pre-emptive strikes or terrorist
          attacks by Iraqi forces during period 9 - 12 JAN 91.

          3. Execution:


               a. Concept of Operations; 7th Engineer Brigade units
          coordinate area security and unit defense with MSC's in vicinity
          of each unit.


               b. Subunit Missions:

                       (1) 176th Engineer Group: Coordinate defense and
          unit reorganization of 249th EN BN; place 82d EN BN OPCON to 2ACR
          on order; direct move of 588th EN BN to support IID defense of
          LOGBASE A.

                       (2) 926th EN Group: Coordinate with 2nd COSCOM
          units at LOGBASE Echo for defense of units in vicinity; be
          prepared to coordinate directly with 18t CAV DIV for security of
          area.


                       (3) 317th EN RN: On order OPCON to 3AD.

                       (4) gth EN BN: On order OPCON to IAD.



                 C. Coordinating Instructions:

                       (1) Be prepared to receive additional instructions
          at 091400 at Brigade TOC.

                       (2) Task organization effective on onset of
          hostilities announced by any MSC or higher headquarters.

                       (3) Prepare to destroy documents related to current
          OPLANS and prioritize all documents for destruction.

                       (5) Prepare to implement unit defensive plans.

                       (6) Furnish SPOT reports to this Headquarters
          concerning auspicious activities.
