          along the evacuation chain when no additional Care is required.
          4. An EPW Camp with a capacity of 24,000 prisoners should be
          assigned a support field hospital as was done with the Bronx
          Camp. Many EPW's required extensive medical care and surgery. Had
          there also been many U.S. casualties, the 803d's bed capacities
          would have been inadequate.
             Two medical platoons are needed at each EPW camp for 12,000
          prisoners. They are needed for clinic and inpatient care for
          prisoners who are kept overnight, as well as sick call within
          the prisoner living areas. Further, they would provide medical
          inprocessing for all newly arrived prisoners. All of this is to
          be accomplished on a 24-hour per day basis. Lastly, the services of
          five dentists with portable chairs on a one 12-hour per day shift
          basis is also required. Four ambulances and an
          ambulance bus are needed.

          S. DEP-MEDS hospitals and command and control elements,
          especially those performing XRO functions, must have vastly
          improved organic communications. For the hospitals: public
          address systems, pagers, walkie-talkies and radios that can talk
          with KRO and headquarters units.

          6. Hospitals need patient decon units such as the GOG unit used
          in this operation. That unit significantly reduced the manpower
          required to decontaminate and increased the numbers that could be
          decontaminated per hour. Further, all medical health care
          providers should (mandatory) attend the Chemical Casualty Course
          prior to deployment.
          7. Medical Groups need both OA Detachments and Medical Clearing
          Companies to respond to changing area support medical missions.
          These units have excellent flexibility for this purpose.
          B. Medical units need to deploy prepared to teach first aid,
ombat life saver, litter bearing skills to other troops in
          the area upon request. Selected medical personnel should be
          required to successfully pass the Combat Life Savers
          Instructor Course and be recertified yearly.
          9. More attention is needed toward functional packing of DEPXEDS
          units and push packages. XEDSONs need to include all essential
          elements to make hospitals operational to include litters, straps,
          blankets, oxygen, radiographic film, developer-fixer, basic drugs,
          anesthesia and resuscitative sets.

          10. The TO&Z of the Medical Group does not have, but requires a
          Deputy Commander for Clinical Services to advise on medical issues,
          and an Aviation Staff officer to advise on utilization of air
          assets. Both were appointed out of necessity to the 803d staff
          after we became operational in theater.
