APPENDIX 4 (Personnel Service Support) to ANNEX E (Personnel) to
OPLAN 5-90
1. Purpose. This appendix establishes procedure for providing
personnel service support (PSS) for the 7th Engr Bde.
Responsibilities.

Bde S-1 has overall staff responsibility for PSS
operations. Technical Rssistance And guidance are available
through the Bde S-1.
b. Subordinate units are responsible for timely and accurate
reports and SIDPERS transactions.
3. Concept of PSS. A PSC (TBD) will provide direct support PSS
service to 7th Engr Bde. Division PSCs will provide support to
units attached to their divisions. Critical battlefield PSS
tasks are: casualty reporting and management, records
management, personnel ditibase management, and special PSS (ID
cards and tags, emergency leave orders, evaluation reports,
promotions/rL-dLtC:tions.)
4. Casualty reporting.
a. Cisutlty reporting and minkgement.
(1) Casualty reporting originates with the most
knowledgeable individual who knows a casualty. Forward the
information through command channels to the Bde S-1. For unit
OPCOM or DS to a Division report the casualty to the servicing
PCS for the Division Area. Also report through normal channels
to the Bde S-1. (Dual reporting -For time sensitivity.)
(4') Units will report all casualties found on the
battlefield. This includes American civilians knd service
personnel -From other units, services or allied forces. Every
C,ISLt,RltY Must be accurately recorded and reported by the fastest
means available.
(:3) Subordinitc? units will collect casualty feeder card
56) and witness statement (DA Form 1155) from issigned
units and casliqlty reports as outlined in the VII Corps FSOP. As
-i minimum, the -Following information is required -For KIA, WIA,
MIA, PW/CAP, and DNBI: Name, Rank, SSN, DMOS, cause and
circumstances. Provide the diagnosis and hospital location for
WIA and DNBI.
(4) Casualty Reporting.
(a) The Army casualty reporting procedures are part
of a complete system which directly impacts on the strength
accounting and drives replacement operations (during peace and

It has a far-reaching effect on the morale of soldiers and their
families, as well is the total U.S. civilirn populace.
