            The last three combat actions involving U.S. forces were
            rapid and successfully completed in a short time. The TO&E

            implemented. The TI Annex to the CENTCOM OPLAN was written
            according to the quidance contained in FM 34-54. However,
            with the war lasting only 100 hours the plan contained in
            the TI Annex was never-implemented. The TI plan was based
            on a protracted war lasting weeks or months; not hours.
            Doctrine should be modified to include the actioas to be
            taken in the event of a short duration war. '               This
            modification should not result in deletion of the current
            doctrine of placing teams forward with Army Corps, but an
            addition covering the use of TI teams to Ibcate and arranged
            for back haul of capture equipment.
