SECTION III-G-VII LESSONS LEARNED
The materiel collection plan. was based on a
Protracted war IAW FM 34-54, Technical Intelligence. Due to
he rapid tempo of the Desert Storm ground phase, tactical
units were never able to implement collection and'evacuation
plans causing the JCMEC to modify its Plans for materiel
collection maneuvers Limited transportation, extended lines
of communication with forward based teams and the extensive
size of the battle area eroded the JCMEC's forward t6ainst
ability to "cover all bases." Further confusion ensued when
.DIA, Army and other service elements began too,forward
additional materiel collection requirements to the
collection plan. Rapidly moving opera ions require the G2@
G3, and G4 to increase emphasis on the reporting and
evacuation of captured enemy materiel. consideriltion should
be given to OPCON rotary assets for battlefield recon and
OPCON HETS to evacuate priority foreign materiel to
evacuation points.
O@ganic tranastortation assets were notoladequate
for tne mission . one time the JCMEC had s diets at
twenty-one different locations transportation assets were
stretched so tight that ali vehicle movement had to be
monitored at the battalion level to ensure all missions were
accomplished. A request to 22nd SUPCOM for 5 civilian
vehicles wag never supported and the JCMEC faced
prioritizing all missions because vehicles were not
available t6 support all requirements; Transportation was
accomplished by personal visits to the ACOFs transportation,
Center and the 93d Movements Control
Team. Transportation was the most difficult challenge of
all to accomplish. A bot ms;u

,tyroach was taken in order
to establish the JCMEC@os and credibility for
theater and below trans ortation assets. This Process
required-many man-hours o@ work and diplomatic dialog7le with
the transporters in order to get what trans ortation we did
receive. A priority for the JCMEC seould have been
established and-a top-aowh approach taken to educate the
transportation arena. All- attached or OPCON personnel
augmenting JCMEC capabilities should deploy with their own
organic assets.
rc The JCMEC did not have adequate assets to
communicate with teams at twenty-one locations over 3 corps
areas. This problem was identified before the whole JCMEC
arrived. Golawinq systems were requested but never
supplied. The bittalion's initial requests to the G6 for
ta@tical and international phone lines went unnoticed. Not
until ARCENT G2 pushed the request did phones ever get
hooked up at the JCMEC. The Foreign Materiel intelligence
Battalioh should make charges to-TOE/TDA to add long range
secure communications
systems.
