guidance and confusion experienced Occurred when decisions were
made by individuals unfamiliar with existing plans. Increased
emphasis needs to be placed on the leadership at all levels to
become familiar with and more involved in the Mobilization and
Deployment planning process.
d. (U) Logistics:
(1) (U) AC and RC units alike had a shortage of trained
Unit Movement Officers (UMO) to plan airloads. 34th Eng BN took
up the slack and planned the majority Of unit loads.
(2) (U) TC ACCIS proved inadequate for planning rail
.1.oads once Ist ID (M) units began to input data. Installation
Transportation Office (ITO) reverted to a manual backup planning
system to plan the move of Ist ID (M) from Fort Riley to its
SPOE at Houston, TX. In addition, printers currently fielded
with TC ACCIS are inadequate +or preparing 7-part Government
Bills of Lading ((3BL). Software and hardware updates to remedy
these problems are urgently needed.
(3) (U) Experience showed that current weight allowances
-For individual soldiers deploying by air are too low. Planning
figures +or soldiers deploying with A and B bags, Alice Pac@..,
one carry-on bag, personal weapon, To-Accompany-Troops (TAT)
amma, body armor., two-sets of NBC Battle Dress Overgarments, and
five days rations should be increased to 450-50(-" Pounds each.
(4) (U) Fort Riley purchased 325 20--Foot containers -for
Ist ID (M) and RC unit equipment that did not fit in units'
organic vehicles. Signficant numbers of these containers were
er LNO teams at SPOD, the chassis
greatly enhanced mobility of the vans, significantly reduced
handling problems in the port, and decreased overall movement
time from the port to the Tactical Assembly Area.
(5) (U) Large quantities of major end items were sent to
Ist ID (M) prior to its deployment. DISCOM representatives
applauded this force modernization effort because it decreased
maintenance requirements and significantly increased performance
levels. However, TOE/MTOE have not yet been updated to
authorize Ist ID (M) to keep the equipment, or the operators and
maintenance personnel required to support the items.
(6) (U) Directorate of Contracting coordinated closely
with SJA Admin/Civil Law Divisions in executing high volume,
short-notice requisitions. Preparations +or these Purchases
included contacting other installations to determine their
emergency needs, as well as prior coordination to assemble lists
of prospective vendors. Complex Procurements often were
negotiated telephonically after oral requests +or quotes were
solicited from vendors. Sufficient lead time is critical in
