12. (U) EXECUTIVE SUMMARY CONTINUED:
c. (U) Operations:
(1) (U) Unit validation procedures were in place and
were a recognized requirement for RC Units, but the Active
Component was neither familiar with nor amenable to the process.
FORSCOM agreed to validate Ist ID (M) units based upon
available USR data. However, non-divisional AC tenant units
were largely ignored locally until the Fort Riley Mob Plans
Office actively pursued the issue and scheduled Validation
Committee meetings for these units.
(2) (U) Because Ist ID (M) is a POMCUS unit, emphasis
historically has been on preparing plans for emergency
deployment via air to Europe. By contrast, Operation Desert
Shield required lst ID (M) to conduct a deliberate deployment by
rail with all equipment to its SPOE. This change in mission
points out the probable need for all installations to prepare
load plans to their SPOES, for all of their AC units, regardless
of current contingency missions.
(3) (U) Federalized RC units usually were able to
per,-Form their technical missions, but often were weak in "field
craft'' such as convoy defense, reacting to ambush or air attack,

units had not had an opportunity during Annual Training (AT) to
concentrate on these tasks because they were in support of other
units or because adequate training areas at installation had not
been allotted. Command emphasis from FORSCOM level is needed to
ensure units are afforded sufficient training opportunities.
(4) (U) Procedures +or the expeditious mass recall of
soldiers from of+-post schools must be developed and published.
Fort Riley units in general, and Ist ID (M) particular,
experienced great dificulty in recalling soldiers to deploy with
their units.
(5) (U) It was apparant early in Operation Desert Shield
that the mobilization and deployment planners around the country
were providing the nucleus of institutional knowledge needed to
execute deployment and mobilization. Some of the conflicting
