12. (U) EXECUTIVE SUMMARY:
a. (U) The topics which -Follow are addressed in greater
detail in Phase I (Mobilization and Deployment) observation
reports submitted separately or accompanying this summary
report.
b. (U) Mobilization Manpower:
(1) (U) Fort Riley relied heavily an temporary hires to
meet manpower requirements during Phase I. A high of 138 temp
hires were on board during the third to eighth weeks after lst
ID (M) was alerted to deploy. These positions were primarily in
DOL, AG, Public Affairs, and DPCA (Family Assistance). A total
a+ 321 SF-52 (Request for Hire) were submitted by activates
during Phase I.
(2) (U) Fort Riley is not manned per SIO guidelines. The
impact a+ this Non-SIO organizational scheme became acute,
particularly in DPTM Operations, once lst ID (M) was alerted and
B-3 Operations and 0-3 Training personnel began departing on.
block-leave and deploying. Although this potential manpower
shortage had been identified and surfaced many times, the
probability of lst ID (M) deploying and leaving DPTM shorthanded
was deemed sufficiently remote to preclude corrective action
+ram being taken and SIO was not implemented.
(3) (U) Based upon wor@@loads imposed upon Fort Riley
activities during Phase I and the problems encountered in
filling positions with qualified personnel through temp hires,
IMAS, RC unit personnel on AT, extended AT, IDT, IADT, etc.,
Fort Riley is revising its MOBTDA. In many instances,
ower authorizations based upon peacetime
manning levels were found to be woefully inadequate. In
addition, many positions will be converted to Mob Designee (IMA)
due to the problem a+ obtaining personnel with valid security
clearances in a timely manner.
(4) (U) Fort Riley discovered that maintaining a viable
Mobilization toordination/Execution Office manned by the
personnel who formerly manned the Mob Plans Office will be a
necessity during a more intense mobilization scenario.
Following current guidance to abolish the mobilization "plans"
shop while "executing" partial or full mobilization waltld.be
extremely detrimental to mobilization and deployment efforts at
the Mob Station.
